Prerequisites Before Applying
Prospective agents must be at least 18 years old, have a Canadian citizenship or permanent residency, and pass a background check. A clean criminal record and no history of insurance fraud are essential.
Education Requirements
The Insurance Institute of Canada (IIC) offers the Insurance Sales Representative (ISR) Program. Completing the 12–module curriculum, which covers ethics, product knowledge, and financial planning, is mandatory. Many employers sponsor the program, but individuals can also enroll independently.
Examination Process
After finishing the ISR program, candidates must pass the Life Insurance Licensing Exam. The exam tests knowledge of policy types, underwriting, and regulatory compliance. A passing score is 70% or higher. The exam is administered by the IIC and can be taken online or in person.
Application to the Insurance Brokers and Salespersons Act
Successful exam takers submit a license application to the Financial Services Regulatory Authority of Ontario (FSRA). The application includes:
- Proof of completed education
- Exam result confirmation
- Background check clearance
- Proof of professional liability insurance
FSRA reviews the submission, verifies credentials, and issues a license if all criteria are met.
Ongoing Compliance and Renewal
Licenses must be renewed annually. Renewal requires:
- Completion of 20 hours of continuing education (CE) credits, with at least 4 hours in ethics and regulatory updates.
- Submission of a renewal fee ($150 in 2024).
- Proof of active professional liability insurance.
Failure to meet these requirements can result in suspension or revocation.
Benefits of Being Licensed
Licensed agents can:
- Sell a broader range of life products, including term, whole, and universal life.
- Access exclusive underwriting guidelines and client tools.
- Leverage the credibility that attracts higher client trust and referrals.
Common Pitfalls to Avoid
Many new agents underestimate the importance of:
- Staying current with regulatory changes; the FSRA updates rules annually.
- Maintaining accurate client records; lapses can lead to compliance issues.
- Adhering to ethical sales practices; violations can damage reputation and license status.
