Breakdown of the 24-Hour Mandate
The 24 hours are not interchangeable. Texas requires:

- 3 hours of Texas-specific law and rules.
- The remaining 18 hours can cover technical life insurance topics such as policy types, tax treatment, and beneficiary designations.
A single course cannot cover more than half the total hours, and ethics must be completed in a live or approved online format that includes interaction.
Renewal Cycle and Deadlines
The renewal period runs from the agent's birthday in the renewal year, spanning two full calendar years. TDI mails a renewal notice, but agents are responsible for tracking the deadline. Late renewal triggers a grace period and then a lapse, which means re-testing and re-qualifying if the license expires completely.
Approved Providers and Course Formats
CE courses must be taken through a provider pre-approved by TDI. Both online and classroom formats are accepted, but the ethics portion must come from a provider whose course meets TDI's interactive requirements. Agents should keep certificates of completion for at least four years in case of audit.
Who Must Complete the Requirement
Every licensed life insurance agent in Texas, including both captive and independent producers, must satisfy the CE mandate. Adjusters and other licensees have separate CE tracks, so a life agent should confirm the course is filed under the correct line of authority.
Consequences of Non-Compliance
If the 24 hours are not reported before the renewal deadline, the license status changes to non-renewed. During this period, the agent cannot sell new policies or renew existing ones. Reinstating a lapsed license may require retaking the state exam and paying additional fees.
